The Roskayan Republic, also known simply as Roskaya is a unitary parliamentary republic under a stratocratic oligarchy located in Western Noskyavia. It is bordered in the north by The Xaviet Empire, to the east by Vandburg, and to the south by Mayakava. A country with a long history, Roskaya was created by a Zoloti tribe fleeing the conquest of the Kazriv Empire by Tnngrnöküuruqmkhaghane.

A regional power, Roskaya had been, until recently, deeply isolationist, and had been given the nickname "the hermit republic" because of this. However, recent events have resulted in Roskaya becoming a member of the League of Prosperous Nations.

Etymology

“Roskaya” comes from the name of a Zoloti tribe known as “the Rosk”, and can translate roughly to “land of the Rosk”. The origin of the name of the Rosk tribe is unknown, with several theories behind it suggesting it comes from the ancient Zoloti term “rosa”, translating to the tiny water droplets that form on grass. The reason the Rosk tribe was named after this term is unknown.

History

Roskaya was created by a Zoloti tribe known as the Rosk, after they fled from the infamous conquerer known as Tnngrnöküuruqmkhaghane. Settling in the region that is now the Dozesk Capital District and Roskgorod Oblast, the Rosk tribe disintegrated into a collective of raider-tribes known as the Razboyniki.

The Razboyniki would unify under Varlam Seryov, better known as “Varlam the Owlish”, who proclaimed himself Grand Prince of the Rosk. His son and successor, Klyment Seryov (also known as “Klyment the Peacemaker”) would further centralize control and proclaim himself Korol (King) of Roskaya.

Further Korols would expand both the size of Roskaya and their own power, at the expense of the aristocratic Boyars. Korol Vladimir III would convert Roskaya to the Axonite faith, and become known as “Vladimir the Messenger”. Further centralization would occur under Korol Pavel II, who would both sideline the Boyars and the traditional clergy of Axonity.

Korol Pavel II would eventually fully centralize both political and religious control around himself, declaring himself both Imperator of a new Roskayan Empire and Patriarch of a new Axonite Church. Pavel II would posthumously be given the title “the Bogatyr”, or “the Hero”, and also become the first saint of the new "Panelist" Axonite denomination.

More expansion would follow under other Imperators. However, this would result in conflict with neighboring states, such as with The Xaviet Empire. These conflicts would escalate in 1901 with the beginning of the Great War, a brutal war that lasted for 50 years. The Xaviet Empire would eventually nuke the Roskayan Empire six times, resulting in the Roskayan Imperial Military attempting a coup against Imperator Vladimir IX.

This coup would fail, and a communist insurgency would also begin in the southeastern regions of the Empire, beginning the Roskayan Civil War. This conflict would last from 1948 to 1971, when the Roskayan Union State formally surrendered to the Roskayan National Republic, which would reform itself into the Roskayan Republic.

In 1975, Marshal Matvei Ivanov, the first Vozhd of Roskaya, would die, and be replaced by Army General Vasily Markov. Markov would be infamous for being far more authoritarian and nationalistic than his predecessor, embracing certain policies of the nascent Roskayan ultranationalist movement.

Markov would die in 2017, and be replaced by Colonel General Nikodim Solokov, who rules to this day. A conservative pragmatist, Solokov has began to bring Roskaya out of isolation. This would be best showcased by Roskaya’s joining of the League of Prosperous Nations, first as an observer state in 2024 before fully joining the League a few months later.

Politics and Government

Roskaya is led by the Supreme Command of the Government, better known as the Supreme Council, a committee composed of the Vozhd (the head of state, who serves as the Chairman), the Deputy Chairman, the Secretary, the Spokesperson, the Chief of the General Staff, the Prime Minister, the Chief Justice of the High Court, and the commanders-in-chief of the Ground, Naval, Aerospace Forces, and the National Guard, with multiple non-permanent members. The Supreme Council has de facto control of Roskaya’s politics, being the Republic’s primary organ of government.

Below the Supreme Council are the National Assembly, the High Court, and the General Staff. The National Assembly is a bicameral legislative body, with two houses; the Senate (which is composed of military officers elected by active duty military personnel, except for those undergoing their compulsory one year of service), and the Duma (which is composed of elected officials approved by the National Election Commission). The National Assembly elects the Prime Minister and approves the Council of Ministers. The elected leaders of both houses of the National Assembly are titled Speaker. The Senate also appoints members of the Supreme Council. The High Court serves as the highest judicial body of Roskaya, the members of which are appointed by the Supreme Council. The High Court is led by a Chief Justice, and determines whether the laws passed by the National Assembly are "a threat to personal liberties". The General Staff is the primary authority regarding the Armed Forces of the Roskayan Republic. Its members are appointed by the Supreme Council.

Roskaya’s regions are divided into oblasts, which have little to no autonomy. Each oblast is led by a Governor and a State Duma, both of which are elected by the population of the oblast after being vetted by the National Election Commission. There are 11 total oblasts, and a single capital district, which encompasses the area surrounding the Roskayan capital city of Dozesk.

The politics of Roskaya are divided into three main movements; the conservatives, the ultranationalists, and the reformists. The conservatives are primarily supporters of the current status quo in Roskaya (ie the supremacy of the Supreme Council), and are mainly supported by the middle class and veterans. The ultranationalists are a collective of hard right groups that wish to further centralize control under a single leader and to take revenge against the Xaviet Empire. The ultranationalists are mostly supported by active military personnel. The reformists are a loose coalition of groups that advocate for the dissolution of the Supreme Council, and are mainly supported by the Roskayan diaspora and low income workers.

Geography

Roskaya resides within a temperate climate. It is mostly made up of woodlands, with a few mountains in the north.
